ภายใต้ยุทธศาสตร์ที่ 1 (S1) การพัฒนาเศรษฐกิจไทยด้วยเศรษฐกิจสร้างคุณค่าและเศรษฐกิจสร้างสรรค์ ให้มีความสามรถในการแข่งขัน และพึ่งพาตนเองได้อย่างยั่งยืน พร้อมสู่อนาคต โดยใช้วิทยาศาสตร์ การวิจัย และนวัตกรรม โดยเปิดรับข้อเสนอโครงการภายใต้แผนงานย่อยรายประเด็น ดังนี้
