Research and Innovation Utilization Promotion Act B.E. 2564 (2021). The program also introduced the operational procedures and the information technology system designed to support institutional compliance with this legislation, particularly in relation to the reporting of new discoveries arising from research activities.

The training was conducted in three sessions: two online sessions held on February 18 and 25, 2026, and an on-site session held on March 4, 2026, in the meeting room of the Research Administration Division.  Each session took place from 9:00 a.m. to 11:30 a.m.

     ฝ่ายวิจัยและนวัตกรรม มหาวิทยาลัยขอนแก่น โดยศูนย์ทรัพย์สินทางปัญญา มข. ร่วมกับกองบริหารงานวิจัย มข. จัดกิจกรรมอบรม “TRIUP ACT” เพื่อเสริมสร้างความรู้ความเข้าใจเกี่ยวกับการดำเนินงานตาม พระราชบัญญัติส่งเสริมการใช้ประโยชน์ผลงานวิจัยและนวัตกรรม พ.ศ. 2564 พร้อมทั้งแนะนำขั้นตอนการใช้งานระบบเทคโนโลยีสารสนเทศที่รองรับการดำเนินงานตามกฎหมายดังกล่าว โดยจัดกิจกรรมรวมทั้งสิ้น 3 ครั้ง ได้แก่ การอบรมในรูปแบบ Online วันที่ 18 และ 25 กุมภาพันธ์ 2569 และการอบรมในรูปแบบ On-Siteวันที่ 4 มีนาคม 2569 ณ ห้องประชุมกองบริหารงานวิจัย เริ่มกิจกรรมตั้งแต่เวลา 09.00 – 11.30 น.

The first training session, held on February 18, 2026, was presided over by Professor Pewpan Maleewong, MD, Vice President for Research and Innovation, who delivered the opening remarks emphasizing the importance of effective management and utilization of research outputs to generate innovation and societal benefits.

     ในการอบรมครั้งแรกเมื่อวันที่ 18 กุมภาพันธ์ 2569 ได้รับเกียรติจาก ศาสตราจารย์ ดร.ผิวพรรณ มาลีวงษ์ รองอธิการบดีฝ่ายวิจัยและนวัตกรรม ให้เกียรติ เป็นประธานกล่าวเปิดการอบรม เพื่อเน้นย้ำความสำคัญของการบริหารจัดการและการใช้ประโยชน์จากผลงานวิจัยให้เกิดผลลัพธ์เชิงนวัตกรรมและประโยชน์ต่อสังคม

The program included a lecture on “Key Provisions of the Research and Innovation Utilization Promotion ACT B.E. 2564 (TRIUP ACT)”, delivered by Ms. Jirapon Luengpailin, Director of the Intellectual Property Center.  The session provided an overview of the legal framework, institutional responsibilities, and mechanisms for promoting the translation of research outcomes into practical applications.  In addition, a technical session entitled “Procedures for Utilizing the Information Technology System Supporting the Research and Innovation Utilization Promotion ACT B.E. 2564” was delivered by Mr. Torntep Chamningan, Intellectual Property Technical Officer.  The session addressed key operational components, including system registration procedures and the formal process for reporting new discoveries in accordance with the requirements of the Act.

     ภายในกิจกรรมมีการบรรยายให้ความรู้ในหัวข้อ “สรุปสาระสำคัญพระราชบัญญัติส่งเสริมการใช้ประโยชน์ผลงานวิจัยและนวัตกรรม พ.ศ. 2564 (TRIUP ACT)” โดย นางจิราภรณ์ เหลืองไพรินทร์ ผู้อำนวยการศูนย์ทรัพย์สินทางปัญญา พร้อมทั้งการบรรยายในหัวข้อ “ขั้นตอนการใช้งานระบบเทคโนโลยีสารสนเทศที่รองรับพระราชบัญญัติส่งเสริมการใช้ประโยชน์ผลงานวิจัยและนวัตกรรม พ.ศ. 2564” โดย นายธรณ์เทพ ชำนิงาน นักวิชาการทรัพย์สินทางปัญญา ซึ่งครอบคลุมเนื้อหาสำคัญ ได้แก่ ขั้นตอนการสมัครใช้งานระบบ และ ขั้นตอนการรายงานข้อค้นพบใหม่

The training program attracted considerable interest from faculty members and researchers across the university.  A total of over 158 participants joined the online sessions held on February 18 and 25, 2026, while more than 10 participants attended the on-site session on March 4, 2026.  This participation reflects the growing awareness and interest among researchers in learning about research management practices and the use of information systems related to the implementation of the TRIUP ACT.  The training also aimed to promote accurate understanding and compliance with the law, while reducing the risk of being placed on a blacklist due to non-compliance.

การจัดอบรมครั้งนี้ได้รับความสนใจจาก อาจารย์และนักวิจัยของมหาวิทยาลัยขอนแก่น เข้าร่วมกิจกรรมเป็นจำนวนมาก โดยมีผู้เข้าร่วมในรูปแบบ Online กว่า 158 คน ในการอบรมวันที่ 18 และ 25 กุมภาพันธ์ 2569 และมีผู้เข้าร่วม แบบ On-Site กว่า 10 คน ในวันที่ 4 มีนาคม 2569 สะท้อนให้เห็นถึงความตื่นตัวและความสนใจของนักวิจัยในการเรียนรู้แนวทางการบริหารจัดการผลงานวิจัยและการใช้ระบบสารสนเทศที่เกี่ยวข้องกับการดำเนินงานตามกฎหมายดังกล่าว เพื่อสร้างความเข้าใจ และให้เกิดความถูกต้อง และลดความเสี่ยงจากการถูก Black list

This training initiative represents an important effort to support KKU faculty members and researchers in systematically utilizing their research outputs in accordance with legal requirements. It also aims to facilitate the further development of research into innovations that can contribute to economic growth and societal advancement.

     การจัดกิจกรรมในครั้งนี้ถือเป็นส่วนหนึ่งในการสนับสนุนให้อาจารย์และนักวิจัยสามารถนำผลงานวิจัยไปใช้ประโยชน์ได้อย่างเป็นระบบ ถูกต้องตามกฎหมาย และสามารถต่อยอดสู่การสร้างนวัตกรรมที่ก่อให้เกิดประโยชน์ต่อเศรษฐกิจและสังคมต่อไป
