Khon Kaen University organized the 2026 Biosafety and Biosecurity Workshop for Biosafety Level 2 (BSL-II) laboratories with the aim of enhancing safety standards in biological research laboratories and complying with the requirements of the Pathogens and Animal Toxins Act B.E. 2558 (2015).

     มหาวิทยาลัยขอนแก่น จัดการฝึกอบรมเชิงปฏิบัติการด้านความปลอดภัยทางชีวภาพและการรักษาความปลอดภัยทางชีวภาพสำหรับ BSL-II ประจำปี 2569 มุ่งยกระดับมาตรฐานความปลอดภัยในห้องปฏิบัติการวิจัยด้านชีวภาพ รองรับข้อกำหนดตาม พ.ร.บ. เชื้อโรคและพิษจากสัตว์ พ.ศ. 2558

On Thursday, May 14 and Friday, May 15, 2026, the Research and Innovation Affairs, Khon Kaen University, in collaboration with the Bureau of Academic Services, Research Administration Division, Research Instrument Center (RIC KKU), and the Department of Microbiology, Faculty of Medicine, Khon Kaen University, organized the “2026 Biosafety and Biosecurity Workshop for BSL-II Laboratories” at the Auditorium Meeting Room, Administration Building, Khon Kaen University Science Park (Regional Science Park Northeast 1: RSP), Khon Kaen Province.  The workshop brought together participants from both internal and external organizations. All attendees successfully completed a training curriculum certified by the Department of Medical Sciences, Ministry of Public Health, and received certification valid for three years. A total of 106 participants were officially certified upon completion of the program.

     เมื่อวันพฤหัสบดีที่ 14 และวันศุกร์ที่ 15 พฤษภาคม 2569 ฝ่ายวิจัยและนวัตกรรม มหาวิทยาลัยขอนแก่น ร่วมกับสำนักบริการวิชาการ กองบริหารงานวิจัย ศูนย์เครื่องมือวิจัย และสาขาวิชาจุลชีววิทยา คณะแพทยศาสตร์ มหาวิทยาลัยขอนแก่น ได้จัด “การฝึกอบรมเชิงปฏิบัติการด้านความปลอดภัยทางชีวภาพ (Biosafety) และการรักษาความปลอดภัยทางชีวภาพ (Biosecurity) สำหรับ BSL-II ประจำปี 2569” ณ ห้องประชุม Auditorium อาคารอำนวยการอุทยานวิทยาศาสตร์ ภาคตะวันออกเฉียงเหนือ (จ.ขอนแก่น) โดยมีผู้เข้าร่วมฝึกอบรมจากหน่วยงานต่าง ๆ ทั้งภายในและภายนอกมหาวิทยาลัยขอนแก่น สอบผ่านการฝึกอบรมหลักสูตรที่รับรองโดยกรมวิทยาศาสตร์การแพทย์ กระทรวงสาธารณสุข และได้รับประกาศนียบัตรรับรองผ่านการฝึกอบรม อายุ 3 ปี รวมจำนวนทั้งสิ้น 106 คน

The opening ceremony was presided over by Professor Pewpan Maleewong, MD, Vice President for Research and Innovation, Khon Kaen University. In her opening remarks, she emphasized the importance of the training:

“In an era where microbiology, medical sciences, and biotechnology are advancing rapidly, biosafety and biosecurity have become critically important for laboratory operations.”

As one of Thailand’s leading educational and research institutions, Khon Kaen University operates research laboratories involving a wide range of microorganisms, including bacteria, yeasts, fungi, molds, viruses, as well as plants, animals, toxins, biological materials, cells, and laboratory animals. The university therefore recognizes the urgent necessity of establishing rigorous laboratory safety standards for research personnel.

This workshop was designed to provide systematic and comprehensive knowledge of Biosafety and Biosecurity principles, practices, and operational procedures. In addition, the program aimed to prepare personnel from both inside and outside the university to comply with the requirements of the Pathogens and Animal Toxins Act B.E. 2558 (2015) The Act requires operators and laboratory personnel to complete training courses approved by the Department of Medical Sciences, Ministry of Public Health.

The program also aims to protect laboratory workers, staff, the public, and the environment from potential hazards through 10 theoretical lecture topics and 5 hands-on practical training stations.

     โดยพิธีเปิดการฝึกอบรมในครั้งนี้ได้รับเกียรติจาก ศ.พญ.ผิวพรรณ มาลีวงษ์ รองอธิการบดีฝ่ายวิจัยและนวัตกรรม มหาวิทยาลัยขอนแก่น เป็นประธานกล่าวเปิดการฝึกอบรม และได้กล่าวถึงความสำคัญของการจัดอบรมในครั้งนี้ว่า “ในยุคที่งานทางด้านจุลชีววิทยา วิทยาศาสตร์การแพทย์ และเทคโนโลยีชีวภาพก้าวหน้าอย่างรวดเร็ว ประเด็นด้านความปลอดภัยทางชีวภาพและการรักษาความปลอดภัยทางชีวภาพจึงมีความสำคัญอย่างยิ่งต่อการดำเนินงานในห้องปฏิบัติการ”

        ดังนั้น มหาวิทยาลัยขอนแก่น ในฐานะสถาบันการศึกษาและวิจัยชั้นนำของประเทศ มีห้องปฏิบัติการวิจัยที่ดำเนินงานเกี่ยวกับเชื้อจุลินทรีย์หลากหลายประเภท ทั้งแบคทีเรีย ยีสต์ เห็ด รา ไวรัส รวมถึงพืช สัตว์ สารพิษ วัตถุชีวภาพ เซลล์ และสัตว์ทดลอง จึงเล็งเห็นความจำเป็นเร่งด่วนในการสร้างมาตรฐานความปลอดภัยสำหรับผู้ปฏิบัติงานในห้องปฏิบัติการ และจัดการฝึกอบรมครั้งนี้เพื่อให้ความรู้เกี่ยวกับแนวปฏิบัติและวิธีปฏิบัติด้าน Biosafety และ Biosecurity อย่างถูกต้องและเป็นระบบ เพื่อเตรียมความพร้อมให้บุคลากรทั้งภายในและภายนอกมหาวิทยาลัยสามารถปฏิบัติตาม พ.ร.บ. เชื้อโรคและพิษจากสัตว์ พ.ศ. 2558 ซึ่งกำหนดให้ผู้ดำเนินการและผู้มีหน้าที่ปฏิบัติการต้องผ่านการฝึกอบรมหลักสูตรที่กรมวิทยาศาสตร์การแพทย์ กระทรวงสาธารณสุข กำหนด
และเพื่อคุ้มครองความปลอดภัยและป้องกันอันตรายต่อผู้ปฏิบัติงาน บุคลากร สาธารณชน และสิ่งแวดล้อม จากการบรรยายทฤษฎี 10 หัวข้อ และการฝึกปฏิบัติ 5 ฐานปฏิบัติการ

In addition, Professor Pewpan Maleewong, MD, Vice President for Research and Innovation, highlighted four major requirements under the Pathogens and Animal Toxins Act B.E. 2558 (2015), including:

1. Institutions must establish a Biosafety Committee.
2. Laboratory facilities must be appropriate for the categories and risk levels of pathogens and toxins handled.
3. Laboratory equipment and instruments must correspond to the designated biosafety level of each facility.
4. Organizations involved in the importation, exportation, sale, production, or possession of pathogens and animal toxins must appoint trained operators and personnel in accordance with Ministry of Public Health regulations.

     นอกจากนี้ ศ.พญ.ผิวพรรณ มาลีวงษ์ ยังได้ย้ำถึงข้อกำหนดสำคัญตาม พ.ร.บ. เชื้อโรคและพิษจากสัตว์ พ.ศ. 2558 ที่หน่วยงานต้องดำเนินการ ประกอบด้วย 4 ประเด็นหลัก ได้แก่ 1) หน่วยงานต้องจัดให้มีคณะกรรมการควบคุมความปลอดภัยทางชีวภาพ 2) สถานปฏิบัติการต้องสอดคล้องกับการปฏิบัติงานที่เกี่ยวข้องกับกลุ่มของเชื้อโรคและพิษจากสัตว์ 3) เครื่องมือและอุปกรณ์ต้องเหมาะสมกับสถานปฏิบัติการแต่ละระดับ และ 4) หน่วยงานที่มีการนำเข้า ส่งออก ขาย ผลิต หรือครอบครองเชื้อโรคและพิษจากสัตว์ ต้องจัดให้มีผู้ดำเนินการและผู้มีหน้าที่ปฏิบัติการที่ผ่านการฝึกอบรมตามที่กระทรวงสาธารณสุขกำหนด

This Biosafety and Biosecurity Workshop for BSL-II laboratories represents part of Khon Kaen University’s ongoing commitment to fostering a strong culture of laboratory safety and advancing national standards in microbiology, medical sciences, and biotechnology to align with international practices.
