On Wednesday, August 20, 2025, from 1:30 to 3:00 p.m., in Seminar Room B1-2, B1Floor, the Thai Parliament Building, (Senate Wing), the Secretariat of the Senate, National Assembly of Thailand and Khon Kaen University formally signed a Memorandum of Understanding (MOU) on the utilization of academic and research outputs in the legislative process.

เมื่อวันพุธที่ 20 สิงหาคม 2568 เวลา 13.30 – 15.00 น. ณ ห้องประชุมสัมมนา B1-2 ชั้น B1 อาคารรัฐสภา ได้มีพิธีลงนามบันทึกข้อตกลงความร่วมมือ ว่าด้วยการนำผลงานทางวิชาการและผลงานวิจัยไปใช้ประโยชน์ในกระบวนการนิติบัญญัติ ระหว่าง สำนักงานเลขาธิการวุฒิสภา กับ มหาวิทยาลัยขอนแก่น

The ceremony was presided over by H.E. Mongkol Surasajja, the President of the Senate, who also co-chaired the signing event. The MOU was signed by Mrs. Pannita Satarntraipope, Secretary-General of the Senate, and Associate Professor Chanchai Panthongviriyakul, MD, President of Khon Kaen University.  The signing was witnessed by Mr. Peerapoj Rattanamalee, Deputy Secretary-General of the Senate, and Professor Pewpan Maleewong, MD, Vice President for Research and Innovation, Khon Kaen University.

ภายในงานได้รับเกียรติจาก นายมงคล สุระสัจจะ ประธานวุฒิสภา เป็นประธานในพิธีเปิดและร่วมเป็นประธานในพิธีลงนาม โดยมี นางปัณณิตา สท้านไตรภพ เลขาธิการวุฒิสภา ลงนามร่วมกับ รองศาสตราจารย์ ชาญชัย พานทองวิริยะกุล อธิการบดีมหาวิทยาลัยขอนแก่น พร้อมด้วยสักขีพยาน คือ นายพีรพจน์ รัตนมาลี รองเลขาธิการวุฒิสภา และ ศาสตราจารย์ผิวพรรณ มาลีวงษ์ รองอธิการบดีฝ่ายวิจัยและนวัตกรรม มข. ในการบันทึกข้อตกลงความร่วมมือครั้งนี้

The cooperation established under this MOU is designed to strengthen the integration of academic expertise and research findings into the legislative process. Its primary objectives are:

• To promote the exchange of knowledge and expertise between the Senate and Khon Kaen University.
• To support data analysis, synthesis, and the development of a comprehensive information database to serve legislative functions.
• To enhance capacity building in academic, research, and innovation, equipping personnel with advanced skills and knowledge to support evidence-based legislation.

โดยความร่วมมือนี้ มีวัตถุประสงค์เพื่อ สนับสนุนการบูรณาการองค์ความรู้ทางวิชาการและผลการวิจัย ให้สามารถนำมาใช้ประโยชน์ในกระบวนการนิติบัญญัติได้อย่างมีประสิทธิภาพ โดยมุ่งเน้นการแลกเปลี่ยนข้อมูล การวิเคราะห์ สังเคราะห์ และพัฒนาระบบฐานข้อมูล รวมถึงการร่วมกันพัฒนาบุคลากรในด้านวิชาการ งานวิจัย และนวัตกรรม เพื่อสนับสนุนการทำงานของวุฒิสภาอย่างรอบด้าน

This strategic collaboration reflects a shared commitment to advancing the role of higher education institutions in the formulation of public policy and the development of legislation.  By harnessing academic research to inform legislative work, the MOU paves the way for more effective, inclusive, and evidence-based lawmaking.  Ultimately, this partnership will ensure that academic and research outputs contribute directly to national development, delivering tangible benefits to the people and strengthening the foundations of Thailand’s democratic governance.

ซึ่งบันทึกข้อตกลงความร่วมมือนี้จะช่วยส่งเสริมและผลักดันให้ผลงานวิชาการและงานวิจัยจากสถาบันอุดมศึกษาได้ถูกนำไปใช้ในการกำหนดนโยบายสาธารณะ การพัฒนากฎหมาย และการทำงานเชิงวิชาการในกระบวนการนิติบัญญัติ เพื่อประโยชน์สูงสุดต่อประชาชนและประเทศชาติ
